The Council will enter into a contract with a single entity. If they are applying as part of a consortium or group of companies, they must provide the names of all the individual firms who are part of the consortium or group. Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

Precise information on deadline(s) for lodging appeals: The services that are being procured are in Schedule 3, Part B of the Public Contracts Regulations 2006 (as amended) and are exempt from the mandatory standstill period in the Regulations. However, the Council as good practice and for transparency will be provide feedback to all selected tenders of the result of the procurement exercise implementing a voluntary minimum standstill of 10 calendar days (excluding English Bank and Religious holidays) to inform tenderers of the outcome of this tender process. Anyappeal will be in accordance with Part 9 (Applications to the Court) of theaforesaid Regulations and subject to the jurisdictions of the UK Court.
