The Borough Council of Bolton (‘the Lead Authority’) is prepared to receive tenders to be included on the Flexible purchasing system (FPS) for Supported and independent living (SaIL) Placement North West which will be subject to the information, specification and tender package enclosed. The FPS has been divided into the following 3 lots:

— Lot 1: Group Living;

— Lot 2: Accommodation with Floating Support;

— Lot 3: Floating Support (without accommodation).

In addition to the above lots, the lead authority may extend the number and range of lots under the FPS during the FPS term. The additional lots may include but shall not be limited to the following:

— Lot 4: Supported Lodgings;

— Lot 5: Innovation.

Further information on the lots is detailed within the tender documentation. Tenderer’s should note that although this FPS is to be used as required by the lead authority, this FPS is open to and will be used by the 23 North West local authorities named within the tender documentation.

The authority reserves the right not to award any Flexible purchasing system (FPS) as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates. Interested parties must log on The Chest by way of expression of interest. The authority is using the e-business portal known as The Chest. Applicants will need to register their details at the following link: https://www.the-chest.org.uk

Once registered, applicants will be emailed a username and password which will allow applicants to gain access to the ITT. Applicants will need to electronically submit the completed questionnaire and accompanying documentation via the online portal by 16.00 on 17.10.2019. The FPS period will be for 10 years.

This is a contract notice. The standstill period of ten calendar days will be observed by the authority and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations may take action in the High Court (England, Wales and Northern Ireland).
