For this purpose, supported living is defined as support with daily living including but not limited to tenancy related support, personal care, support to remain safe, other activities inside the individual’s home and (where tenancy related support is being provided) will also include activities outside of the home. Where the only support being provided is outside of the home, this will be regarded as day services and will not be purchased via this framework.
No guarantees regarding the value of work let via the framework can be provided, however, it is estimated that individual call off contracts under the framework will range in value from GBP 25,000 to GBP 400,000 per annum. The Council anticipates the average call off contract under the framework to have a value of approximately GBP 100,000 per annum. Providers for individual schemes will be appointed via a competitive process. The overall framework value is estimated to be between GBP 9,000,000 and GBP 10,500,000, dependant on the particular needs of service users that may arise over the framework life.
A minimum of 3 and a maximum of 8 tenderers will be appointed to the framework, selected on the basis of the highest scoring compliant tenderers. If over the course of the Framework, one of the providers ceases to trade, terminates their involvement by mutual consent or have their agreement terminated, the Council reserves the right to approach the tenderer who ranked immediately below those who were originally appointed as a result of this tender process and enquire if they would wish to be appointed as an approved supplier on to the framework.
The Council is aiming to have awarded the framework by the 3.12.2013. Once operational, call off contracts may be let under the framework for a maximum duration of 4 years.
