Description of the contract

Supported Living Services for Adults with a Learning Disability. The London Borough of Barking and Dagenham is inviting expressions of interest from suitably qualified and experienced organisations to provide Supported Living Services to adults with learning disabilities. In total there are 3 lots across eleven properties in the borough. The service provider will be expected to deliver a flexible and person-centred service to individuals living in Barking and Dagenham. Service providers will be experienced in providing Supported Living Services that meet the needs of a diverse adult client group, ensuring rights to independence, choice and dignity are promoted and maintained. The three services will be provided across 11 properties which are owned by independent social landlords. There is an existing staff workforce within 11 properties and it is anticipated that Transfer of Undertakings (Protection of Employment) Regulations 1981 may apply; such information shall be contained in the tender documents. It is the Council’s intention to award a minimum of two contracts for a contract term of 5 years with an option for the Council to extend the contract for a further period of no more than 2 years (full contract term up to 7 years). The contract is intended to commence on 1 February 2015. Expressions of Interest Interested organisations must demonstrate a past track record of experience in delivering similar services. Organisations or consortiums should have a proven track record of innovation and high quality service delivery, and in particular the Council would like to see experience of introducing personalisation to services such as supported living. Your organisation will be registered to provide the appropriate categories of services under Care Standards Regulations 2009 with either a good or excellent rating from the Care Quality Commission. You will need to demonstrate that the organisation has the capacity to develop services in partnership and respond to changes that are sought. You will also have extensive knowledge and experience of developing and managing flexible care packages, including from people who purchase support through individual/personal budgets. Organisations must have extensive experience of managing change, working in close partnership with service users, families and carers, staff and commissioners.
