The London Borough of Waltham Forest (acting as the Lead Authority) on behalf of Waltham Forest Clinical Commissioning Group, the London Borough of Redbridge, London Borough of Enfield and London Borough of Hackney (Participating Authorities), are seeking tenders from suitably experienced and qualified organisations to procure a multi provider framework for supported living services.

The contract will commence on 21 December 2020 and shall continue up to and including 20 December 2024 (the ‘Contract Period’).

Supported living services for people who have a learning disability and/or autism and/or mental health and/or physical/sensory disability who need lower level support with aspects of daily living.

Individuals whose supported living requirements are called from lot 1 will require support with the following tasks which may include but are not limited to:

• budgeting/income maximisation;

• support to coordinate and attend appointments;

• managing and maintaining personal hygiene;

• maintaining their home environment;

• enabling social inclusion and community involvement;

• ensuring adequate nutrition, meal planning and/or meal preparation;

• medication compliance (prompting or administration).

Support to access suitable gainful daytime activity, such as employment, volunteering, education or training or leisure activities:

• support planning with individual goals;

• managing and maintaining their tenancy;

• developing capabilities and skills to progress to more independent living.

We welcome bids from providers who can demonstrate skills and competency within their organisation to meet the needs of individuals with needs arising from:

• learning disabilities,

• autism,

• mental health,

• physical disabilities,

• cognitive disabilities (including acquired brain injury),

• dual diagnosis,

• forensic management needs.

Individuals whose supported living requirements are called from lot 2 will need higher level of support with achieving the core tasks outlined for lot 1 with the addition of:

• regular supervision throughout the day.

Behaviour management e.g. psychologist implemented behavioural management plan, drug and alcohol safe use plan:

• support with eating, feeding, personal care or other activities of daily living;

• medication administration;

• manage their lives in the short and long term;

• developing their skills to become independent or more independent with activities of daily living.

We welcome bids from providers who can demonstrate the skills and competency within their organisation to meet the needs of individuals with needs arising from:

• profound and multiple learning disabilities,

• multiple, interacting mental health conditions,

• challenging behaviour,

• dual diagnosis.

Supported living services for people with complex needs who require support with all aspect of daily living.

Individuals whose supported living package of care are called off from lot 3 will have a highly complex interaction of needs, including challenging and/or anti-social behaviours and require skilled support to assist them to live their lives in the community. These individuals will require highly skilled and specialist support from providers to deliver a bespoke package of supported living accommodation and care to meet their needs.

Individuals whose supported living requirements are called from lot 3 will require support with every aspect of daily living daily, which may include:

• 1-2-1 or supervision on a 24-hour basis;

• behaviour management interventions on a daily or weekly basis;

• highly coordinated and regularly review support planning to manage their lives in the short and long term;

• successfully managing transition from assessment and treatment units to the community.

We welcome bids from providers who can demonstrate their specialism, resources and capability to deliver wrap around support for people who have the most challenging lives within the context of health and adult social care. Providers who can demonstrate niche specialisms to support are particularly encouraged to apply. We especially welcome providers with specialism in complex challenging behaviour including violent and forensic behaviour and substance misuse.

• building/s or accommodation to be sourced by the provider.

Providers who deliver both accommodation and care and support will be required to demonstrate the separation of accommodation and care and support within their organisation.
