Description of the contract

Supported Living Services for People with a Learning Disability and Mental ill Health within Rhondda Cynon Taff is currently provided by six external Support Providers to approximately 245 service users in 91 properties. (approximately 96% of service provision is for People with a Learning Disability).

The services need to be provided 24 hours 7 days per week at the majority of properties with some service users requiring support in the ratio of 2\3:1. Service users needs cover a range of complexities which will include challenging behaviour, physical disabilities, autistic spectrum and complex health needs.

As the service continues to expand it needs to have the potential to develop in the most cost effective and sustainable way.

The aim of the project is to appoint a pre-qualified and suitably experienced Provider(s) for the provision of current and future Supported Living Services on a geographical basis. It is anticipated one provider will be appointed to provide services within each area of Rhondda, Cynon and Taf.

Lot 1 – Rhondda area – covering 30 schemes

Lot 2 – Cynon area – covering 29 schemes

Lot 3 – Taff Ely area – covering 32 schemes

It is proposed that the duration of this contract shall be for 6 years with the option to extend for a further period of 2 plus 2 years.

This is a NON OJEU contract notice. The Council will use a fair, transparent and proportionate procedure with timescales and processes chosen by the Council. For the avoidance of doubt the Council will not be bound by any statutory time limits as this is a contract opportunity which for the purposes of the Public Contracts regulations is a Part B service and therefore not subject to the full extent of the Public Contract Regulations (as amended) is not required to be tendered under the Public Contracts Regulations (as amended) and accordingly the Council is only obliged to comply with those parts of the Regulations (as amended) which apply to Part B services. Further details of the process to be followed will be set out in the PQQ documentation

The Council shall not be responsible for any costs, charges or expenses incurred by any bidder and accepts no liability for costs, charges or expenses, irrespective of the outcome of the procurement. Please note that the Council will not meet any costs incurred by any party in responding to this notice. Responses will be treated as confidential.
