- Supporting and Maintaining Independence Programme (SMIP) – Evaluation Strand
- The SMIP is a joint initiative between Doncaster Council and Doncaster NHS Clinical Commissioning Group. The programme utilises monies transferred from NHS England to Local authorities for social care activity that benefits health.
In Doncaster we have taken a joint approach to planning the allocation of this funding. We have agreed that the focus will be on transformation and change, developing new ways to support and maintain independence and aligning resources to a more preventative agenda. The current programme runs from 2013-2016 and contains over 28 separate activities that support changing the nature and type of provision in adult social care and health. In addition the programme is also launching a community innovation fund, which is an outcome based commissioning prospectus approach to generating new provider partnerships and ideas around prevention.
In order to assess the impact of the activity within the programme, we are looking to appoint an academic partner, institutional partnership or a partnership with academic credibility to collaborate with us over a 2 year period. The aim of the collaboration is to deliver a comprehensive evaluation of the SMIP. The appointment will include both elements of academic ‘buddying’ as well delivering specific pieces of work.
The key outcomes of the collaboration will include;
To undertake specific evaluation work around;
o Measuring return on investment across a number of complex interventions and services.
o Impact on the quality of life.
o The added value of and return on the community innovations fund;
To help us build organisational evaluation capacity;
o To advise on appropriate methodologies, approaches and data systems around return on investment and quality of life, which can support commissioning activity.
We want the academic relationship to be collaborative over the life of the programme, with an approach that is dynamic and responsive to both the process and on-going practice. We will expect a joint approach to publishing results.
We feel this will be an opportunity to work co-productively to embed evaluation which supports decision making and has the real potential to be to be a model for future working.
Contract value: approximately £200, 000
