The Police ICT Company intends to implement a 4-year framework agreement which allows police forces and other law enforcement agencies and public bodies to call off the services. The full scope of the services will be provided with the SQ subject to signature of an NDA and confirmation of appropriate vetting. A high level scope of the services the Supplier will deliver are as follows:
— a cloud based software application hosting a suite of surveillance applications;
— facilitating interoperability (including legacy systems) and connectivity (including to other organisations) of surveillance applications;
— a scalable and agile solution; and
— appropriate security and restricted access to the services.

The purpose of this PIN is to identify suppliers who may be interested in submitting a proposal for the requirement once the procurement is commenced. Due to the sensitive nature of the services being procured, the procurement documents will only be shared with economic operators who satisfy the following three requirements:
(a) complete and return to the Police ICT Company a copy of the non-disclosure agreement (issued upon request to interested parties);
(b) confirm and evidence that the recipient of the procurement documents holds at least NPPV3 security clearance; and
(c) confirm and evidence that they have the necessary experience and expertise to deliver the services described in this notice.
Economic operators are therefore requested to contact Daniel Pritchard (details above) by no later than Friday 9 October, to request a copy of the NDA. Further instructions will then be provided to economic operators on completing the NDA and providing the other information which has been requested above.
The Police ICT Company intends to commence the procurement on or around Monday 19 October. Expressions of interest – including signed NDAs – must therefore be returned by any interested economic operators by Wednesday 14 October.
The award of the framework agreement is expected to take place in February/March 2021, with implementation activity expected to commence immediately following contract award. The preferred supplier must therefore be able to commence implementation and delivery activity by April 2021 at the latest.
Services may be required on a national scale across several sites. Suppliers should be capable of implementation across multiple sites simultaneously.
Given the likely demand for this solution, a significant proportion of the estimated value is expected to be consumed during the first year of implementation (subject to delivery in line with agreed milestones), with the remainder spent over the remaining 3-year term of the framework.
