There are 10 local offices and 5 Regions of the National Forest Estate managed by FLS.
As part of facilitating our requirements for timber sales and updating of the Sub Compartment Data Base (herein known as SCDB), FLS requires putting in place a framework for the provision of Mensuration, Establishment and other surveys are required to inform management decisions and to ensure we are meeting internal and external standards of establishment and stand management.
In order to achieve this we are issuing this tender to award a framework which will cover the entire forest estate within Scotland and provide a number of survey types.

VI.1)Information about recurrence
In 4 years time there will be a requirement for re-tendering exercise.

The maximum number of suppliers, 8, relates to each individual lot and not the overall framework.
ESPD evaluation will be scored as pass/fail. Should any question be scored ‘fail’ the entire bid shall be set aside.
Where the bidder relies on the capacities of other entities in order to meet the selection criteria they must provide a separate ESPD for each entity. Please read the instructions on the ESPD Section 2C.1 for full details.
If the bidder intends to subcontract any share of the contract, then the bidder will be required to submit a separate ESPD (Part II A&B, and Part III A&B only) for each subcontractor.
Please read the instructions on the ESPD Section 2D.1 and 2D.1.2.
Where changes are made (with the agreement of FLS) to the other entities that the bidder relies on in order to meet the selection criteria they must provide a separate ESPD for each new/replacement member to the FLS Contract Manager.
The ESPD will be reviewed by FLS to determine the appropriateness of the new/replacement member. FLS’ decision on whether or not to allow the change/addition will be final.
FLS may modify the contract, irrespective of the monetary value of those modifications, within the scope permitted as allowed under Reg 72 (1) of The Public Contracts Scotland Regulations 2015, should Operational reasons require it.
Actual requirements can vary due to changes in (for example):
— biotic damaging factors,
— abiotic damaging factors,
— unexplained levels of plant mortality not associated with poor plant handling practices or poor planting practice,
— policy change.

The Contracting Authority does not intend to include a subcontract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
Although the overall value for the framework is over 4 000 000 GBP, this is split between 28 lots, and each of the lots may have up to 8 suppliers on it. Work will be awarded in smaller packages and it is therefore impossible to guarantee successful bidders the level of work that would justify FLS requesting a subcontracting clause.
The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:
