The Authority is a group of registered providers of social housing and seek suitably qualified and experienced service provider (s) who can undertake high quality and accurate surveying, supply and installation of roofing services to sites managed or owned by the Authority (or any part thereof).The contract will comprise:
i) Full replacement of flat, pitched and other roofing types including canopies, garages, porches, balconies and the like.
ii) Partial refurbishment of flat, pitched and other roofing types including canopies, garages, porches, balconies and the like.
iii) Reactive repair work to flat, pitched and other roofing types
iv) Associated remedial and replacement works including gutters, fascias, soffits, downpipes, chimneys, flues, copings, cladding and the like.
The Authority has divided the contract into two separate Lots as more particularly described at Annex B. Lot 1 – Survey, supply and installation of roofing services including remedial repairs and associated works throughout the northern area of the Authority’s operational area. Lot 2 – Supply and installation of roofing services including remedial repairs and associated works throughout the southern area of the Authority’s operational area. The contract (s) between the Authority and the successful service provider (s) will be based upon a set of terms and conditions as set out within the invitation to tender documentation.

Information and formalities necessary for evaluating if the requirements are met: Applicants will be required to complete a pre-qualification questionnaire (PQQ) consistent with the provisions of Directive 2004/18/EEC. The PQQ is available as detailed in VI.3. The PQQ must be returned by the date stipulated in IV.3.4.
As part of the evaluation of the PQQ (full details of the evaluation can be found in that document), the Authority will assess each applicants’ status with regards the mandatory and discretionary grounds for ineligibility (as set out at Regulation 23 of the Public Contract Regulations 2006 SI 2006/5 as amended (PCR) in the United Kingdom) in determining of whether an applicant is eligible to be invited to tender.
Applicants who are registered outside of the United Kingdom will also be asked to declare if any of the equivalent mandatory and/or discretionary grounds for ineligibility under their own country’s laws, apply. Applicants to whom any of the mandatory grounds apply as set out at Regulation 23 of the PCR (or the equivalent domestic legislation of the applicant) will be treated as ineligible and will not be selected to bid. Objective criteria for choosing the limited number of candidates: Envisaged minimum number 5 per Lot.
The objective criteria will be based on evaluation and scoring of each candidate’s pre-qualification questionnaire. The number of candidates to be invited to tender will not be lower than the stated number (subject always to the number of completed pre-qualification questionnaires received) and where the number of completed pre-qualification questionnaires received exceeds the minimum number per Lot, the number shall be the ten (10) highest scoring applicants per Lot and any applicant who achieves a score equal to or greater than the average score achieved by all applicants for the particular Lot.
