II.1.5)Short description of the contract or purchase(s)

Procurement For All are a consortium of Registered Providers who provide social housing across England and Wales. The Authority is seeking expressions of interest from providers who are able to provide consultancy advice on aspects of sustainability including but not limited to, funding availability (and assistance), advice on suitable efficient retro fit elements (such as photovoltaic, wind turbines), estimating potential costs and life cycle costs (including builders work in connection), advice on feed in tariffs and projected savings (where applicable), approval of installers (where applicable), potentially project management of installations and inspection of installations at completion by a third party.
Bidders are bidding for a position on a framework which shall run for a period of 4 years under which mini competitions may be undertaken by current or prospective members of the consortium and individual contracts awarded.
The Authority reserve the right to withdraw from this procurement process at anytime. Bidders are responsible for the costs and expenses they incur as a result of participating in this procurement procedure. The Authority cannot and does not guarantee any works from this framework.
The estimated values are estimated only over the 4 years and should not be relied on as a guarantee of potential works.

Where bidders form a consortium they may be required to incorporate a company to form a special purpose vehicle.
