ESPO, on behalf of the “Pro 5” Group of Professional Buying Organisations and the Department for Education is seeking to establish a supplementary framework agreement to add to the list of products and suppliers on framework 959P (Systematic Synthetic Phonics Resources). This is in support of the DfE policy to encourage the use of Systematic Synthetic Phonics in schools through their 50 % match funding scheme. These resources form the list of products formally approved by the DfE. The additional procurement exercise will provide another opportunity for the supply market to gain approval for products for this initiative.
Products selected under the forthcoming procurement will be available for state funded schools in England with KS1 pupils, including academies and free schools, to order under this scheme. Match-funding is available to schools until 31.3.2013. Selected lines will be offered in addition to the current range of products and training which can be seen listed in “The Importance of Phonics” catalogue (http://www.espo.org/index.asp?CMD=ART&id=31). It is intended that an updated version of this catalogue will be published which will integrate the additional products and training courses with the original list. Schools can decide which approved items best meet their requirements, and can make as many individual purchases as they wish, up to a maximum individual school match funding limit of 3 000 GBP, that is, for a total spend of 6 000 GBP. Products will either be stocked and supplied from the Pro5 distribution centers, or will be delivered to the customer directly by the supplier. All product orders and invoices will be from Pro5.
The formal, OJEU compliant procurement process will commence shortly for products which will be referenced as 959PADD.
Training will be tendered under the provisions of Part B of the regulations to create a supplementary framework agreement to 959T (ref. 959TADD). This will be established concurrently with 959PADD.
