Description of the contract

Arts Council England invites tenders for the provision of a tax advisory service which will include: a. A help desk function to advise on all taxation issues which arise on a day to day basis, accessible to defined key members of Finance department staff b. regular bulletins and timely updates on tax issues pertinent to the Arts Council’s business c. update training for finance staff on employment taxation and VAT d. specific project work for issues which arise helping the Arts Council defend or challenge tax rulings from HMRC e. access to wider tax professional/legal advice for more complex matters Purpose/Objectives: The key objective of the tax advisor is to provide a service to the Director, Finance to ensure that the Arts Council pays the right taxation itself, and that a consistent, fair treatment is applied in the taxation of Arts Council funding. More Detail of Requirements a. Help desk: Finance staff require access to a quick response support function providing general advice on all forms of taxation for which the Arts Council may be liable. This service needs to be staffed by professionally qualified staff, who also have access to specialist technical support for more complex matters, so that advice given is underpinned by professional peer review. The support function must provide a response to any logged call within 24hours. The service must be available to cover each working day, 5 days a week and between the hours of 0900 to 1700. We would expect this facility to be accessible via telephone. Advice should be able to cover: ? Income tax and PAYE from employer and employee perspectives; ? Income tax for self employed persons – grant recipients for example; ? VAT for the Arts Council’s activities, and from the perspective of a grant recipient/partner ? Any other taxation issues e.g. corporation tax b. Bulletins: We require a service that ensures that the Finance team is kept abreast of current requirements on all forms of taxation and how they impact on the operation of the Arts Council. c. Training: We envisage onsite training for relevant members of the Finance team that is specific to the Arts Council and generic training that would take place at the provider’s offices or other venues. d/e. Specific project work/more complex matters: The service must support staff when complex issues arise and the tax position of a transaction or proposed activity requires research to establish the correct treatment. This would include for example: ? Detailed work required as a result of a change in legislation affecting the Arts Council or its sector; ? Review of funding arrangements for capital projects the Arts Council grant aids; ? Representing the Arts Council in disputes with HMRC, and helping prepare a defence.
