Tender for the Supply of Taxi Services for Vulnerable Children, Young People and Adults 2012 to 2013 OTE until 2014
THIS TENDER SUPERCEDES THE PREVIOUS TENDER PROVISION OF THESE SERVICES ARE TO BE A MIX OF HACKNEY CARRIAGES AND PRIVATE HIRE VEHICLES ONLY. THIS CONTRACT COVERS ALL HACKNEY CARRIAGE (TAXI) OR PRIVATE HIRE VEHICLES WITH EIGHT (8) OR LESS PASSENGER SEATS, WHICH MUST COMPLY WITH ALL ROAD TRAFFIC AND LICENSING LEGISLATION. Services will be required by Vulnerable Children, Young People and Adults. The Council in partnership with Schools, Colleges and Other Settings, Children’s Centres, Academies, Maintained Nursery Settings, Early Years Settings, Local Hospitals, Youth Clubs, Churches, Day Centres, Respite or Care Centres, Charity Projects, Non Profit Organisations, Life Skill Centres, is responsible for delivering education and care for children, young people and adults in the City. Contracts awarded will be to deliver Passenger Travel Services in two (2) areas of Council responsibility. Firstly, a service will be needed to ensure the Council meets its duty to provide Travel Services to children with learning difficulties and/or (sometimes called ‘Special Educational Needs’) attending school. This is covered by legislation under the Education and Inspections Act 2006 and the Disability Discrimination Act 1996. The second area of responsibility is to deliver Travel Services for looked after children and vulnerable adults whose entitlement to travel assistance is based on their entitlement to Social Care. The responsibility to looked after children is covered under the Education Act quoted above and the Children Act 1989 and 2004 and to vulnerable adults under Chronically Sick and Disabled Persons Act 1970. Travel Services for children with learning difficulties and/or disabilities to and from a number of schools in Sheffield, are normally required twice a day during school terms on approximately 190 days per year over 39 weeks. Children are to be conveyed generally between the hours of 07:45 to 09:00 hours in the mornings and 15:00 to 16:30 hours in the afternoon, but specific times shall be dependant upon the start and finish times of the school day and the needs of individual children. There are approximately 80 journeys per day, though these may vary throughout the year. Also covered will be the travel of children with learning difficulties and/or disabilities to and from schools located outside the City of Sheffield. These Passengers are conveyed at different times, i.e., some each day, some twice a week, depending on the requirements of their learning provision. The travel of vulnerable adults, looked after children, young people and people with disabilities to and from Social Care establishments and other care of respite settings, involves a 24 hour, 365 day a year service. Passengers are to be conveyed generally between the hours of 08:00 hrs to 22:00 hrs but specific times shall be dependant upon the particular journey ordered. Additionally, there is a requirement during the Christmas and New Year holiday period and other Bank Holidays when extra vehicles may be required by various establishments throughout the City. The Council generally requires vehicles to be a mix of Hackney Carriages and Private Hire vehicles. Some vehicles will need to be capable of conveying Passengers safely in a wheelchair. This Contract covers all Hackney Carriage (taxi) or Private Hire vehicles with eight (8) or less passenger seats, which must at all times comply with all Road Traffic and Licensing Legislation. Details of number of seats required for journeys will be made available at the time when Bookings are placed. Also there may be a requirement to provide an Escort to accompany passengers on journeys.
