The period of the Framework will be two years – 1.9.2012 to 31.8.2014, with an option to extend for up to two further years until 31.8.2016. The two year extension period will either be awarded in one year installments or for a two year period. The extension will be at the discretion of the contracting authority and dependent on the satisfactory performance of the Framework/call off contracts during the initial 2 year term of the Framework.
The minimum and maximum Framework and lot value ranges detailed in this notice provide the estimated ranges for a four year Framework period.
The Framework will consist of 3 lots – Mainstream transport, Special Needs, and Social Care.
Tenders for the framework will be initially assessed using qualifying criteria evaluated on a pass and fail basis. Tenders will then be evaluated on a series of key quality criteria to gain a place on the framework. Once on the Framework suppliers will be annually reviewed on responses to the qualifying criteria and will compete for call off contracts via price based mini competitions. The first tranche of call off contracts will be made available to bid for as part of this process – at the time of publishing this notice the following call off routes are available to bid for from 1.9.2012.

Bidders must note that the Contracting Authority reserves the right to award a contract to one supplier for an entire lot or the Contracting Authority may award one or more routes within a Lot. As new routes become available the Contracting Authority will invite tenders through mini competition, however, the Contracting Authority is under no obligation to award any contracts under the framework.

Section III: Legal, economic, financial and technical information
Description of particular conditions: i) The Director shall provide the Authority with copies of all necessary Licences held by the economic operator and that copies of any renewals or amendments to the Licences are provided to the Director within 30 days of their renewal or amendment;
ii) The economic operator shall notify the Council immediately of any suspension, revocation or withdrawal of any of its Licences;
iii) The economic operator shall ensure that its drivers hold the licences necessary for the Vehicles which they drive performing the Services and that no-one is engaged to drive the Vehicles unless they do so.
(b) The presentation of balance-sheets or extracts from the balance-sheets, where publication of the balance-sheet is required under the law of the country in which the economic operator is established.
(c) A statement of the undertaking’s overall turnover and, where appropriate, of turnover in the area covered by the contract for a maximum of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information on these turnovers is available.
