Description of the contract

This notice pertains to the award of a contract to an organisation or consortium to act as the National Initial Teacher Training Provider for the Teach First Programme. Teach First is a registered charity that operates as an education-business partnership. Its mission is to address educational disadvantage by transforming exceptional graduates into effective, inspirational teachers and leaders in all fields. Since 2003 it has placed top graduates in challenging schools to teach for at least two years as part of its Leadership Development Programme. In the first year of the Leadership Development Programme participants complete initial teacher training (ITT) leading to Qualified Teacher Status (QTS) and a Post Graduate Certificate of Education (PGCE). This is funded by the DfE via the Teaching Agency. During this time participants are also employed by their school as an unqualified teacher and teach a slightly reduced timetable. The National Initial Teacher Training Provider will be responsible for this element of the Leadership Development Programme for the 2013/14, 2014/15 and 2015/16 academic years. There will also be a possibility of the contract being extended for a further two academic years. In the second year of the programme Teach First participants continue to work in the same schools as newly qualified teachers. During both the first and second years the participants also receive wider leadership skills training provided by Teach First. The aim of the programme is to create effective and inspirational teachers who can raise the achievement, access and aspirations of pupils within their initial two year teaching and beyond as Teach First Ambassadors (alumni). The successful contractor will therefore need to work closely with Teach First on the development and delivery of the ITT. For 2012/13 Teach First has recruited 997 participants and placed them in schools for a September start. The Secretary of State for Education has given a commitment to further expand Teach First provision and has agreed that Teach First can recruit 1,250 participants for 2013/14. The Government has also announced its support of Teach First’s goal to train 1,500 participants in 2014/15, subject to future Departmental funding decisions. The Leadership Development Programme is currently delivered in the following regions: East Midlands, Kent and Medway, London, North East, North West, West Midlands and Yorkshire and Humber. From 2013/14 Teach First will also operate in the South West, initially in the Bristol, Swindon and Gloucester areas. Teach First are also planning to expand to the Eastern region and into further areas within existing regions. The National ITT Provider for the Teach First Programme will be responsible for leading and delivering the following activities, in partnership with other organisations where appropriate: • Initial assessment and preparation of Teach First participants to ensure they are able to commence training; • Design, preparation, delivery and quality assurance of a summer institute to prepare participants to start work in schools in September; • Design, preparation, delivery and quality assurance of the year-long initial teacher training, including training and support for mentoring in schools. The National ITT Provider will need to be able to demonstrate that it can build on the current Teach First ITT provision, which has been judged as outstanding in all categories by Ofsted. In order to do this the bidding organisation or consortium will need to be able to offer: • Initial teacher training providers in England which have been accredited by the Secretary of State and which can deliver provision in the Teach First regions; • The capacity to offer a PGCE that can be accredited to Masters level study (60 credits); • Significant prior experience of the delivery of employment-based routes to QTS and an ability to provide high quality, innovative approaches to teacher training; • Support to facilitate school placements, as needed; • Expertise in partnership working to meet the needs of challenging schools and the local context; • The ability to support the provision of appropriate school placements identified by Teach First and the high quality coaching and mentoring arrangements for participants; • Sufficient capacity to deliver sustainable high quality provision nationally for up to 1,500 participants and within each region; • Flexible and innovative staffing arrangements to support the Summer Institute and year-long training, providing continuity of high quality experience for participants; • The ability to work with Teach First to ensure a common understanding of and alignment with the mission, vision and statements of intended impact across all those involved in the programme, including additional staff development opportunities associated with the delivery and impact of the programme.
