National Services Scotland (NSS) is a Non Departmental Public Body which is part of the NHS in Scotland. Accountable to the Scottish Government, we work at the very heart of the health service, providing national strategic support services and expert advice to NHS Scotland. We also play an active and crucial role in the delivery of effective healthcare to patients and the public. Our supporting role to NHS Scotland means that we work closely with all our partner organisations, especially the NHS Boards, in the delivery of our services. NSS is made up of a number of divisions and support functions, we employ around 3,600 dedicated and highly specialised staff based in 24 locations in Edinburgh, Glasgow, Aberdeen, Inverness, Dundee and Livingston.

Health Facilities Scotland (HFS) is a division of National Services Scotland and provides operational guidance to NHSScotland bodies on a range of healthcare facilities topics. We deliver and co-ordinate effective advice and support in relation to national facilities, decontamination and equipping and technical matters which support and improve health and well-being services. HFS is the framework manager for Frameworks Scotland.

Frameworks Scotland is a strategic and flexible partnering approach to the procurement of publicly funded construction work and complements other procurement initiatives for the delivery of health facilities in Scotland.

Frameworks Scotland has been in place for three years and has been used extensively by a majority of Scottish Health Boards. The current frameworks are due to expire in early 2013 and a decision has been taken by the Frameworks Scotland Project Board to procure a new framework suite which is expected to have a project pipeline of approximately £130m per year. The aim is to have the new frameworks established within a timeframe to allow a seamless transition from the existing framework to the new framework.

Scope of Commission

The purpose of this commission is to engage a technical advisor to assist with the programme of work to set up and establish the new framework.

The new framework will comprise a number of appointments. Each will comprise a fully detailed, auditable and transparent OJEU procurement process. The likely frameworks to be established are as follows:

– A framework of Principal Supply Chain Partners (each with an extensive multi-disciplinary supply chain)

– A Project Manager framework (who will be responsible for the NEC3 contract administration as well as their wider PM scope)

– A Cost Advisor framework (who will support the NEC3 PM and provide cost advice to both the NHSScotland Boards and the PSCP)

– A Supervisor framework (as required by the NEC3 Contract)

– A Healthcare Planner framework incorporating project brief development and masterplanning

– A CDM Coordinator framework

– A separate framework for Lead Advisors on backlog maintenance and refurbishment projects. The ‘Lead Advisor’ could be, for example, a Building Surveying practice and would provide a one stop shop service covering Project Management, Cost Advisor, Supervisor, CDM Co-ordinator, and optionally design and planning input.

The appointed bidder will assist the HFS Frameworks Scotland project team with all processes and activities required to put the new frameworks in place.
