Walsall Council acting in its role as Accountable Body for the Black County LEP in the administration of the Black Country Growth Deal is inviting Tender Submissions from qualified organisations with a proven record of delivery to provide Technical Advisor support to the Growth Deal programme.
The role of the Technical Advisor will be to:
Assist with the development of projects seeking to access the programme,
Appraise project applications (initial proposal and full business case) for funding through the programme, including assessment of development and technical appraisals, identification of risks/issues and recommendations for approval,
Support the drafting and negotiation of the Funding Agreement, including conditions specific to each project, and
Post-contract monitoring, including verification of funding claims for projects that have been approved and are delivering outputs.

There will also be the option for the contracting authority to extend the contract. Should this be the case it will be for an additional 6 month period, up to 30.9.2021. Should the programme be extended through the allocation of additional resources, this will be covered by a 2 year (through two 1 year) extensions.

The Council reserves the right to cancel the procurement and not to proceed with the contract.
The Council also reserves the right not to award a contract or to award a contract for parts or part of the services only.
The Council will not, under any circumstances, reimburse any expense incurred by bidders in preparing their tender submissions.
Under this procurement the contractor is required to actively participate in the economic and social regeneration of the locality of and surrounding the place of delivery for the procurement. Accordingly contract performance conditions may relate in particular to social and environmental considerations.

VI.4.3)Review procedure
The Council will incorporate a standstill period at the point when information on the proposed award of the contract is communicated to tenderers. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Council’s obligations may take action in the High Court (England, Wales and Northern Ireland).
