Whilst seeking to achieve its key objective of project delivery, SPT expects a number of principles to be followed in the execution of each and every individual contract / project awarded under the Design & Technical Services Framework.

The focus of the Design & Technical Services Framework shall be in the delivery of capital projects of a transport nature (rail, bus, subway, stations, interchanges, road, cycle, walking etc). Tenderers must demonstrate a proven track record within the delivery of design & technical services for capital projects of a transport nature.
Additionally SPT has also commenced an extensive programme to modernise the Glasgow Subway as part of its Subway Modernisation programme. The Design and Technical Services framework will assist in the delivery of the small and large value contracts which will cover various engineering disciplines.
The framework will be awarded for a 36 month duration with an option to extend for a further 12 months.
SPT’s principle objectives for this Framework, is to deliver essential projects on time and to budget.
While seeking to achieve its key objectives SPT expects a number of principles to be followed in the execution of each and every project under the Design & Technical Services Framework. It is therefore important that the companies appointed to the Framework adopts the following:
a) robust management control while striving for the highest professional standards;
b) a balance of the pre-eminent requirements of SPT with an ethos of partnership, particularly in relation to working with partners and stakeholders across government departments and the private sector;
c) a customer focussed service involving a sensitive and responsive management of those who will be directly impacted by the various projects;
d) a Risk and Value Management approach as a whole, not just as a process but as a basic approach adopted by all layers of management and integral to all workstreams;
e) a philosophy of assisting SPT in its pursuit of excellence through the application of best practice;
f) it is desirable that the successful tenderer is able to demonstrate community and local benefits, although this will not form part of the award criteria.
It is anticipated that the total annual spend for the new framework could be in the region of 1 000 000 GBP to 5 000 000 GBP.

Section VI: Complementary information
The Framework shall be for an initial period of three years with SPT having an option to extend for a further one year. Appointment to Framework – the tender evaluation criteria being used to appoint suppliers to the framework will be based on a quality price ratio of 60 % quality and 40 % Price. The qualitative elements will be as follows:

Due to the diverse nature of the individual commissions from the DTS framework, SPT when tendering from the framework will apply a Quality / Price ratio which reflects the nature and value of each commission.
This could result in each and every commission varying in respect of the Quality /Price Ratio, however the qualitative elements which were specified in the tender to gain access to the framework will remain the same however the individual weightings may be varied.
