Description of the contract

In February 2011, the Coalition Government made a number of commitments, the Greening Government Commitments (GGC), to significantly reduce the impact of the Government estate on the environment by 2015, including a 25% reduction in greenhouse gas (GHG) emissions and waste compared to a 2009/10 baseline, as well as a reduction in water consumption and an emphasis on sustainable procurement. In line with these commitments, since 2011, all Government Departments, including a number of Non-Departmental Public Bodies (NDPBs) affiliated with those departments, have reported statistics covering energy consumption (buildings and business travel), waste arisings, water use and other key variables to an external contractor who has then collated the information, undertaken a number of high level checks and has assessed progress of each Department and pan-Government against 2015 targets. The contractor has also been required to maintain the baseline register and document any changes to Departmental baselines (following machinery of Government changes, acquisition or divestiture of buildings etc) agreed by the baseline panel. The most recent GGC data for 2011/12 were published by Defra in December 2012 and are available at: http://sd.defra.gov.uk/gov/green-government/commitments/. Further support is now required to ensure Departments report their GGC data to a high standard until the target year of 2015 has been completed. The new contractor will be required to undertake detailed quality checks of data provided by departments to ensure that the final GGC statistics are robust.
