Technical support services. The UK MOD through the Defence Safety Environment Authority (DSEA) has a requirement to provide solutions for the safe transportation of military vehicles and large assemblies by road, rail and sea including container loads and slinging operations. The solutions are achieved through the development of Tie Down Schemes which demonstrate how a load can be transported on or in a given platform and what restraint is required.
The solution also incorporates a database which holds all of the current and future Tie Down Schemes and slinging solutions, with a user friendly search facility and easy reference summary of the key information specific to each item, available to MOD users over the secure MOD intranet.
The contractor must be prepared to travel to military venues predominantly in the UK but with some world travel. The contractor must be willing to undertake Security Check (SC) level of security clearance prior to contract start.
The contractor will be responsible for:
a. The conduct of theoretical and physical trials in order to determine a documented load restraint or slinging solution for the load presented on the given transporting platforms.
b. The development, delivery, population and maintenance of a database, hosting all of the load restraint or slinging solutions delivered over the MOD secure intranet to the user community.
c. The provision of consultancy services in relation to load safety, load restraint and slinging.
d. The provision of basic training packages to promote load safety, restraint types, slinging and methods and the calculation and application of basic principles of load restraint and slinging.
e. Providing the necessary facilities to conduct all trials and testing in order to deliver fit for purpose load restraint or slinging solutions.
DSEA requires a contractor with the following capabilities:
a. Competence and experience in developing load restraint and slinging solutions
b. Knowledge of applicable national and international legislation for load restraint and load safety on the modes of transport employed.
c. Access to the resources that allow for vehicle trials to be undertaken, including but not limited to, centre of gravity calculations, weighbridge, slinging operations, off road driving conditions and a secure working environment for storage and testing of military equipment.
d. Qualified and competent trials officer(s) with an appropriate engineering background.
The Authority reserves the right to carry out a PQQ if required and to request company financial information.
The MOD intends to invite a maximum of 5 companies to tender. Only those companies that can demonstrate a sufficient level of competence, experience and resources against the pre-qualification criteria will be invited to tender.
