Description of the contract

To carry out a study and develop interference criteria and testing methodology for mobile phone denial systems on behalf of the National Offender Management Service to support the Prisons Interference with Wireless Telegraphy) Act 2012. The National Offender Management Service is required as part of its commitment to the Prisons Interference with Wireless Telegraphy) Act 2012 to update a Memorandum of Understanding (MOU) with mobile phone network operators and Ofcom by updating technical annexes setting out acceptable interference criteria and a testing methodology for the introduction of mobile phone denial in prisons. The work to be completed requires bidders to hold significant radio planning expertise, understanding of mobile phone networks and different mobile phone denial technologies. The successful contractor will be required as part of their study to liaise with mobile phone network operators, Ofcom and the Home Office Centre of Applied Science & Technology (CAST) and develop the outputs.
