The AfricaConnect project aims to establish a networking infrastrucutre for Research and Education purposes in Southern and Eastern Africa and between Africa and Europe. DANTE, which is responsible for building and managing the GÉANT pan-European backbone network for the European Research and Education community, is the project coordinating partner. The AfricaConnect project has as European partners the National Research and Education Networks (NREN) of Germany, Ireland, Italy, the Netherlands and Portugal acting on behalf of the GÉANT community. DANTE, for the National Research Networks of the Democratic Republic of Congo, Ethiopia, Kenya, Malawi, Mozambique, Namimbia, Rwanda, Somalia, South Africa, Sudan, Tanzania, Uganda and Zambia, seeks to procure:
1) IP routing equipment and associated services;
2) Out -of-Band (OOB) equipment and associated services;
3) Traffic flow analysis solution;
4) Ancillary equipment.
Interested parties are required to complete a Pre Qualification Questionnaire (PQQ) to enter the process, the PQQ can be downloaded from: http://www.geant.net/Media_Centre/Media_Library/Pages/Documents.aspx.

1)Short description

Goods and services in this lot refer to Internet Protocol (IP) data communications equipment and will form the backbone of the network being built. For each connectivity service procured between any two given ESA-NREN a pair of routing equipment is required for each of the endpoints. In addition to equipment, this lot seeks services for the provision, delivery and support of the equipment sought in this same lot.

Lot No: 2 Lot title: Out-of-Band (OOB) Equipment and Associated Services

1)Short description

Goods and services in this lot refer to Internet Protocol (IP) and serial data communications equipment with a supporting role for the network backbone to assist in the tasks of operations and maintenance. The precise number of equipment units to be procured will be dependent upon the final design of the network. Summary, non extensive, list of the functional requirements, in the same physical or separate equipment, of the OOB equipment:
1) Layer 2 (and optionally Layer 3);
2) Port density to connect up to 12 devices with Ethernet ports;
3) Port density to connect up to 12 devices with serial ports;
4) Ability to establish IP (IPv4 and preferably IPv6) connections over PSTN, xDSL, GSM or 3G;
5) Ability to establish IPSec tunnels over IP.
In addition to equipment this lot seeks services for the provision, delivery and support of the equipment sought in this same lot.

Goods and service in this lot refer to auxiliary hardware with a supporting role of the network backbone in the form of heterogeneous elements required in the built of a POP such as cabinets, power distribution units or optical distribution frames. In addition to equipment this lot seeks the delivery of such equipment to the end sites where will be giving service.

Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
