II.2.4)Description of the procurement:
The city of Aberdeen Council require a pay as you go membership car club to operate in the city, which will be used by the general public and council employees conducting council business.

The council reserves the right to award extension options under any resultant contract, for periods of up to a maximum of 24 months in total.

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
Tenderer must be a member of Car Plus and provide a copy of their certification to council as part of this tender.
III.1.2)Economic and financial standing
— It is a requirement of this contract that tenderer hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below.
Tenderer will be required to submit their Average annual turnover for last 3 years.
Insurance Requirements
1. Employers Liability Insurance: For this contract the Council requires a minimum Employers Liability Insurance cover to comply with all relevant statutory requirements of 10 000 000 GBP.
2. Public Liability: It also requires a minimum Public Liability Insurance cover of 5 000 000 GBP.
3. Professional Indemnity Insurance: It also requires a minimum Public Liability Insurance cover of 5 000 000 GBP.
The bidder should provide its average yearly turnover for the last 3 years.
The council will use the independent Credit scoring organisation Creditsafe to check the financial status of the tenderers and may involve further detailed financial checking /assessment.

— Past Experience.
Examples of previous work: Bidders will be required to provide 3 recent examples that demonstrate that they have the relevant experience to deliver the services as described in part II.2) of the OJEU Contract Notice or the relevant section in the Contract Notice.
Tenderers will be required to confirm details of the technicians or technical bodies who they can call upon, especially those responsible for quality control.
Tenderer is required to provide details of the technical facilities and measures for ensuring quality and the study and research facilities used.

Direct communication from an economic operator with any member of staff at Aberdeen city council in relation to this tender exercise is prohibited and may result in that economic operator’s exclusion from any further part in the process. Furthermore, any potential errors or omissions within the tender document issued by Aberdeen city council that is/are identified by economic operators must be raised with Aberdeen city council using the Question and Answer facility as soon as it has been identified. If an economic operator submits their tender response having applied their own assumed correction to any document, it may result in the rejection of their tender.
