Grwp Llandrillo – Menai (the Grwp) is Wales’ largest Further Education Institution and one of the largest FE colleges in the UK. The Grwp has 22 locations across North West Wales has 2,500 staff and 35,000 students.
The Grwp is to procure a new Human Resources and Payroll system via OJEU tender. The annual payroll costs of the Grwp are 48m GBP.
The payroll system must be able to accommodate the following:
— A number of different contract types and scales eg management, teaching and business admin.
— A number of pension schemes including Teachers Pension and Local Government Pension where the rate of deduction is dependent on the salary of the staff member.
— Members of staff having a number of contracts and contributing to more than one pension scheme.
— Electronic part time claims and workflow
— Ability to report on the pay total in the future including vacancies
— Compliance with Auto enrolment requirements
— Automatic calculation of pay for starts and leavers dependent of the start or leave date
— Calculation of occupational sick pay in accordance with the scheme rules
— Calculation of SSP
— Calculation of maternity pay in accordance with the scheme rules
— Ability to set up other allowances eg CSA deductions, GAYE etc
— Ability of staff to view bilingual payslips via a secure system and to update personal details
— Ability of staff to view bilingual P60s via a secure system
— Reporting capabilities preferably with forecasting option
The HR system must be able to accommodate the following:
— Recruitment module
— The ability to capture different terms and conditions, pay and benefits for a number of different contract types, salary structures and scales, Management, Lecturer, Business Support, Manual
— Organisation structure management
— Starter, leaver and transfer/change processing flowing from recruitment/HR/Payroll
— Ability to generate correspondence such as contracts
— Background checking to ensure following can be captured – DBS checks, references, pre-employment health screening, work permit etc
— Capability to record education/qualifications/employment history/CV/CPD/Welsh language capability per employee
— Diversity monitoring and management (for both applicants and employees)
— Performance Management
— Disciplinary and Grievance Management

Section III: Legal, economic, financial and technical information

(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
