Northampton Borough Council uses Capita Software services for its Housing application including, at present, the Open Mobile software.
The Property Maintenance Department undertakes Responsive repairs and Emergency repair work to the Council’s housing stock of approx.12 000 homes and at present the works are scheduled either by using the Capita Open Housing Diary system or manually by the Supervisors and Admin team.
On an annual basis the Property Maintenance Department undertakes in excess of 40 000 reactive repairs and 1 100 voids.
The Council is seeking the provision of Dynamic Scheduling Software and associated Maintenance and Support. The project is in two phases: in phase 1 of the project it is the Council’s intention to introduce and integrate into its IT process a new scheduling solution and mobile software to replace CSS Open Mobile. The new way of working will handle all the mobile operations and surveyors diaries, including Responsive Repairs Domestic appointments, and scheduled work on Void Properties.
It is the intention that a second phase of the project will encompass additional departments within the Council to utilise the benefits of a scheduling system after successful implementation of phase 1.

The Council would like to inform all potential suppliers that the CPV coding used in this contract notice is for indicative purposes only and suppliers are advised to refer to II.1.5 for a short description of the requirements.
The Council reserves the right to discontinue the procurement process at any time, which shall include the right not to award any contract and do not bind themselves to accept the lowest tender or any tender received or to call for new tenders if it is considered necessary, without liability.
Please note the date mentioned in IV.3.5 is an estimated date. The Council shall not be liable for any costs or expenses incurred by any tenderer in connection with the completion and return of the information requested or in the completion and submission of any tender.
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
