Basildon and Thurrock University Hospitals NHS Foundation Trust (BTUH) and Southend University Hospital NHS Foundation Trust (SUH) are seeking to procure, via the Competitive Dialogue procedure, a Third Party Partner (TPP), with acute hospital pathology services experience, to play a key role in a new SPV potentially including, but not limited to, the provision of:
SPV set-up, planning, transition, implementation, operation and management arrangements, all designed to ensure that the SPV establishes and provides appropriate high quality pathology services;
Acute hospital pathology services to the Trusts;
GP direct access pathology services to the Trusts;
An SPV “bidding arm” capable of winning GP direct access and other commercial pathology opportunities including, but not limited to, the East of England and within the London area;
A “send away” tests service which could be developed over time in identified niches;
A “best in class” Pathology consultancy and advisory service to the Trusts and, also, to any other healthcare organisations wishing to seek advice from the SPV. If necessary, the SPV will draw on the services of pathology medical staff from the Trusts;
The provision and implementation of a Laboratory Information Management System (LIMS) that will integrate with the Trusts” electronic ordering and results reporting software;
The provision of laboratory analysers, reagents and consumables;
The optional provision of premises (although the Trusts will make their current facilities available to the successful bidder);
Pathology and related services to third parties, whether through the SPV, one or more subsidiaries of the SPV or possibly a franchise arrangement;
Any wider, pathology related services such as, for example, forensic, police or vetinary or pathology services.
A key aspect of the procurement will be to agree on the most advantageous commercial SPV within which the Trusts and the TPP will deliver the required services.
It is envisaged that the contract will be awarded in February 2014. The contract duration will be for a core 10 years for acute pathology services, with the option for the Trust to extend the contract for a further 5 years, and potentially longer depending on performance, in yearly periods. The duration of the GP pathology service contract will be subject to existing contract extensions with commissioners. The Trusts target cost reduction for the provision of the pathology services is indicated within commercial principle 1 of Appendix 3 within a Potential Provider Briefing Paper.
