This is a voluntary notice for a services concession opportunity that has arisen for an appropriately experienced and qualified operator to take over the management, operation and maintenance of the Stansted Airport Limited Fuel Farm, commencing in August 2015. The Fuel
Farm handles the delivery of Jet A1 aviation fuel to all airlines and aircraft operators at Stansted Airport, from the point of delivery from the Government Pipeline and Storage System (GPSS) at the airport to delivery of fuel at aircraft stands. The Fuel Farm is currently handling about 600 m litres of fuel annually, and this volume is expected to rise over the next few years allied to overall airport aviation growth. The Fuel Farm is currently handling 100 % of aviation fuel requirements at the airport.

This contract opportunity is a services concession contract. As such, the publication of a contract notice in respect of this opportunity is being undertaken by Stansted Airport Limited on a voluntary basis. Moreover, as services concession contracts are expressly excluded from the scope of the Utilities Contracts Regulations 2006 (as amended), Stansted Airport Limited does not consider itself bound by those Regulations in any way. Any references to the EC Directive 2004/17/EC or the Utilities Contracts Regulations 2006 (as amended) in the contract notice, Expression of Interest document, Pre-Qualification Questionnaire or any other tender documents should be read with this in mind. While Stansted Airport Limited is basing this tender process on the negotiated procedure provided for in the Regulations, it does not consider itself bound by the provisions regarding that procedure and reserves the right to depart from the negotiated procedure as provided for in the Regulations at any time.
Requests to participate must be made by completion and return of the Expression of Interest documentation by the date and time specified in IV 3.4.
The range given in II.2.1 is an estimate of the revenue over a 5-10 year contract period, the throughput during the contract period is unknown and therefore we cannot guarantee or provide an exact revenue figure.
