The requirement is for analysis of future health and social care spending and the relationship between them, including new models of care and new funding arrangements.
The commission includes a number of interrelated elements:
— analysis of future health spending,
— analysis of future social care spending,
— relationship between health and social care spending,
— including new models of care and new funding arrangements.
The commissioned analysis will need to include:
— model the determinants of the demand for health and social care services,
— create forecasts for demand and spending for both health and social care services,
— compare potential health and social care demand, models and spending to potential scenarios for the funding available,
— develop and cost proposals for use of additional funding raised from a potential ‘social care levy’.
