II.1.4)Short description:

Northumberland County Council (the Authority) wish to Appoint 1 single supplier for the provision of an asbestos management service and asbestos awareness training. The Authority has a duty to manage asbestos within properties it owns or manages as a landlord, as well as a duty of care as an employer to minimise the risk of exposure to asbestos. Some of the objectives are as follows:

— meet statutory, moral duties and legal obligations with regards to asbestos,

— protect customers and staff by ensuring that correct procedures are followed,

— deliver value for money service and continuous improvement to the management of asbestos,

— to support benchmarking and performance monitoring,

— to develop and support partnership working and true collaboration,

— effective supply chain management,

— to support the authorities regeneration and renewal projects where possible.

To ensure health and safety, public health, environmental standards and considerations are met through the service delivery.

II.2.4)Description of the procurement:

A) Asbestos management, consultancy and Asbestos awareness training services will include the following:

(I) all aspects of asbestos consultancy;

(II) asbestos surveying;

(III) asbestos sampling;

(IV) air monitoring including: personal; re-assurance testing, and; 4 stage compliance following asbestos removal;

(V) monitoring of all asbestos removal contractors used by NCC to ensure asbestos containing materials (ACM’S) are removed according to current regulations;

(VI) asbestos awareness training to the Contracting Authority’s operatives, staff and nominated contractors (Regulation 10 of the Control of Asbestos Regulations 2012 includes the duty that employers shall provide appropriate training for all workers who are likely to be exposed to asbestos);

(VII) additional asbestos awareness Category B training (non-licenced removal);

(VIII) other asbestos related responsibilities, as and when identified.

B) These services will be delivered for and/or on behalf of the Contracting Authority, at the following:

(I) domestic properties;

(II) aged persons units/sheltered schemes;

(III) non-domestic premises including communal areas and public buildings;

(IV) community buildings;

(V) office premises;

(VI) commercial and industrial units, etc.;

(VII) any land owned or acquired by the Contracting Authority as and when required.

C) While delivering the services, the supply partner (the successful bidder to this tender) will be required to work with, and/or come into contact with, the following groups:

(I) staff/employees of the Contracting Authority;

(II) tenants of both domestic and non-domestic authority owned premises;

(III) residents and customers of the Contracting Authority; and

(IV) members of the general public.

D) The Contracting Authority carries out a large range of functions including, but not limited to:

(I) provision and management of affordable rented housing;

(II) rented properties provided by Advance Northumberland (the authority’s development company);

(III) regeneration;

(IV) education;

(V) leisure activities;

(VI) fire and rescue services;

(VII) corporate offices and public realm;

(VIII) highways;

(IX) neighbourhood and community management;

(X) environmental improvements;

(XI) housing strategy services; and

(XII) other services commensurate with a large local authority.
