Norfolk County Council wishes to procure audit services in France for the Interreg VA France (Channel) England European Territorial Cooperation Programme. Some additional work may be required, including ad hoc audit work in the eligible area in England and ad hoc advice on sampling and extrapolation work. As a result, the successful bidder must be legally entitled to perform their activities in both countries.

The Interreg France (Channel) England Programme seeks to address common challenges on both sides of the Channel through cooperation to develop innovation projects, low carbon initiatives and enhance the attractiveness of the area.

The programme area covers the south and east coasts of England from Cornwall to Norfolk, and the north coast of France from Finistère to Pas-de-Calais. The programme map is available at https://interreg5a-fce.eu/assets/downloads/Programme-Map.jpg

The audit work is to be carried out over 4 years with a possible extension up to a total of 8 years’ audit work, commencing June 2017, and itself may be subject to audit by the European Commission to ensure compliance with the applicable EU Regulations. The contract will be awarded for 4 years with the option to extend by a further 4 years.
The contract will be entered in to under English Law, although auditors must be suitably experienced, qualified and registered to undertake audit work in both France and England.
Estimated value excluding VAT: 500 000 EUR

The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
