II.2.4)Description of the procurement:
The Merseyside OPCC is seeking to increase the capacity to deal with the demand for services, by investing in the development of local service providers. The OPCC recognises that the need for services vary across the boroughs of the region based upon local experience.
The service will work with young people affected by exploitation at any level to help them cope and recover.
Aims of the service split into 2 main areas of focus:
— Prevention — Raise the level of professional and public awareness of the negative effects of sexual and criminal exploitation and the role that communities can play in helping tackle this issue.
— Young people who are victims of Child Sexual or Criminal Exploitation, — the service will provide in depth, long term therapeutic care and counselling, along with helping to identify suitable accommodation where necessary and help to manage pre and post court challenges in cases where it is required. The Service will need to be delivered to young people predominantly aged 12 to 18 years old, where there is evidence to suggest exploitation and where it is assessed that positive outcome will be achievable through this intervention.
For all young people (at whatever level of the continuum of need) risk management strategies need to be agreed and included in the plan for the young person. In all cases, workers will help to build resilience in families so that they can meet the needs of their children appropriately.
