The Council is looking for a cloud based platform to enable our employees and customers to utilise a first class HR and payroll solution that is at the forefront of digital transformation. The solution will reduce the need for manual transactions, with a clear channel shift to a fully integrated online solution. This will deliver a first-class experience to applicants, employees, managers and external customers, ensuring we maximise the potential of our most valuable resource — our workforce. We want a truly digital experience for all our system users, which will quickly realise a return on investment. We have developed modern working principles where we expect are employees to work in modern agile digital and empowered way. This is enhanced by our move towards more blended working focusing on outcomes. We have developed our service offer to external customers including schools where we want to offer a first class user experience for all aspects of HR and Payroll.
The council provides the full range of local government services that are diverse in their nature. Along with the services to our external customers, the solution needs to be flexible and responsive to be able to deal with multiple services conditions, multiple post and payrolls.
The contract is for a period of 5 years with the council having an option to extend for a further period of up to five number 2-year periods (15 years in total).
The Council is aware of proposals to potentially reorganise local authorities in Lancashire, including the potential establishment of a combined authority. This tender is intended to cover any potential successor local authority that covers some or all of the borough’s geographic area and any potential combined authority and this has been factored into the value of the OJEU notice.
