The London Ambulance Service NHS Trust (the Contracting Authority) requires the provision of a replacement computer aided dispatch (CAD) system, along with its integration with other systems both within and external to the Contracting Authority, the implementation of the system, including training and the ongoing 24/7 support necessary and any other services or goods which may be required in connection with such services. It is currently envisaged that, in so far as is possible, the system shall be comprised of a commercially off the shelf product.

The software must be installed, tested and operational by late 2020 prior to the winter period when demand increases. Typical lead time from award to operational deployment for a CAD solution means there is insufficient time to follow a full open procedure and allow time for contract mobilisation prior to this point. We are therefore undertaking this tender on the basis of urgency under Regulation 27 (5) of the Public Contract Regulations 2015.
