East Lothian Council is seeking to appoint a provider to deliver counselling services for children and young people in East Lothian Primary and Secondary Schools. The counselling service will be delivered predominantly in East Lothian schools, but also where appropriate, in other suitable community settings, to support children and young people aged 10 to 18 years.

East Lothian Council is seeking to appoint a suitably qualified and experienced service provider to deliver counselling services in East Lothian schools for children and young people aged 10 to 18 years.

III.1.4)Objective rules and criteria for participation
Tenderers must meet criteria with regard to relevant experience, qualifications, insurance levels, financial standing and quality systems.
III.2.2)Contract performance conditions:
All counselling team staff must be appropriately trained, qualified and accredited/registered by their professional/therapeutic body. For example, counselling staff delivering services will be accredited with COSCA (Counselling and Psychotherapy in Scotland) or BACP (British Association for Counselling and Psychotherapy).
The service provider will conform to agreed professional standards, such as those provided by COSCA or BACP, and current best practice for school-based counselling, specifically in respect of counsellors’ qualifications, staff supervision policy, child protection policies, and continuous professional development and learning.
The successful bidder will require to enter into an information sharing agreement with East Lothian Council.
Staff performing the services will require to have the relevant disclosure checks with the PVG scheme.
