Information and formalities necessary for evaluating if the requirements are met: The following must be completed using NHS Supply Chain’s ISS system on the NHS Supply Chain procurement portal (http://procurement.supplychain.nhs.uk/ISS/). Applicants should not use e-mail to submit their responses. Instructions for accurate submission are contained on the NHS Supply.

Access to this system will be granted when applicants have expressed an interest to a Contract Notice on the NHS Supply Chain procurement portal using the ISS System.
Tasks to complete on system:
Header Level
1. Read Framework header documents. These are the documents provided by NHS Supply Chain that must be read by all applicants. Access these by clicking on the ‘Nhs Sc Header Documents’ button
found in the ‘Select Framework’ tab.
2. Upload header documents. These are the documents the applicant must provide as instructed by NHS Supply Chain. Access this area using the ‘Supplier Header Documents’.
3. Complete the Framework level questions. These questions must be completed irrespective which Lot the applicant will respond on. These questions are found in the ‘Framework Questionnaire’ tab.

4. Lot header selection. In the Lot Header tab the applicant can select the Lot(s) they wish to respond to.
a. Select the Lot Line Details button to view the lot detail to determine whether the applicant wishes to respond to this lot.
b. Select the ‘Express Intent’ button after the required lot has been highlighted to be able to respond to the lot. NOTE: This expression of intent does not place an obligation on the supplier to respond the action unlocks the ability to respond.
5. Complete price offers per line for the Lot. Complete the required fields for the lines the applicant wants to include in the bid using the LOT Line Detail tab.
6. Accept the Terms and Conditions. Click on the Terms And Conditions to view and accept the Terms and Conditions.
7. Submit Lot Response. Click on the Submit Response button to submit your response for the Lot.

a. Each Lot must be submitted independently. Example: If you have completed the responses for Lot 1 and Lot 2 you need to submit a response for lot 1 and then also submit a response for Lot

Please note that the maximum number of applicants as set out in II.1.4 is an estimate only. Applicants should refer to section 3.5 of the Invitation to Tender for details of the scoring process to be used to assess the applicants to be appointed to the Framework Agreement.
The term of contracts formed under the Framework Agreement may continue beyond the end of the term of the Framework Agreement itself. NHS Supply Chain expects to provide successful applicants with the opportunity to offer additional savings to customers through the provision of discounted pricing value added offerings and commitment/bulk buy initiatives.
NHS Supply Chain will share savings information in order to assist its customers with making informed procurement decisions.
Applicants should note that for Lots 2 3 4 6 7 9 10 and/or 11 applicants must supply all of the lines within the Lot. Therefore applicants must tender for all products within each Lot for Lots 2 3 4 6 7 9 10 and/or 11. Responses received that do not give pricing for every item within a Lot will not be considered and will result in disqualification from the rest of the
tender process for that Lot.
Applicants may tender on a line by line basis for Lot 5. Applicants do not need to be able to supply all lines within the Lot products within these Lots will be evaluated on a line by line basis with the highest scoring applicant per line being awarded for that line. Applicants should note that they may be appointed to one or more Lot.
Applicants may tender on a line by line basis for Lots 1 and 8. NHS Supply Chain will award to the top scoring three applicants for Lots 1 and 8 but reserves the right to award to more applicants (who were the highest scoring for certain product lines) if the top three scoring applicants are not able to supply all of the product lines in the Lots. Please refer to the Specification for details of the product lines that must be tendered and therefore supplied under those Lots.
NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the Framework Agreement and enter into contracts under it.
Tenders and all supporting documentation for the contract must be priced in sterling and written in English. Any agreement entered into will be considered a contract made in England according to English law and will be subject to the exclusive jurisdiction of the English Courts. NHS Supply Chain is not liable for any costs incurred by those expressing an interest in tendering for this contract opportunity. NHS Supply Chain reserves the right to terminate the procurement process
(or part of it) to change the basis of and the procedures for the procurement process at any time or to procure the subject matter of the contract by alternative means if it appears that it can be more advantageously procured by alternative means. The most economically advantageous or any tender will not automatically be accepted.
