Transport for London (TfL) requires a Service Provider to provide drainage cleaning and maintenance services on both a planned scheduled and reactive basis. The sites for the provision of the service shall include (but not be limited to), bus stations, Dial a Ride depots and Victoria Coach Station. The scope of this notice includes the provision of the service to any part of TfL or its subsidiaries. TfL reserve the right to award this work through other existing available agreements, should this proven to be the most economically advantageous option. The work is to be offered as a single lot and prospective Service Providers must have the capability for all work described. Site requirements vary depending on the scale, type of assets and operational use of the sites involved. Full details of the sites and assets, along with the required frequencies of maintenance will be provided at Invitation to Negotiate (ITN) stage.
The services required include:
– jetting/cleaning of foul and surface water lines (including linear and beaney kerb drainage)
– emptying and cleaning of gullies, catchpits and soakaway areas
– electro-mechanical rodding
– petrol interceptor maintenance: Removal of hydro-carbons and refilling of interceptors
– Septic Tank/Cesspool – emptying and cleaning.
In addition to a scheduled service provision of maintenance for these elements, the Service Provider shall also provide a comprehensive set of call out charges for use where reactive maintenance of drainage systems is necessary.
The Service Provider shall be required to produce HSE risk assessments of the type specified by the Authority prior to conducting work on site. The Service Provider shall be obliged to establish a reporting system to include details of the scheduled maintenance that is conducted. This will include the details on the waste produced as well as the amounts recycled. The Service Provider shall also be responsible for updating and maintaining a site specific asset register for the duration of the contract.

the procurement process is being conducted on behalf of Transport for London (TfL). TfL is a complex organisation operating both as a Functional Body of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services. The services supplies or works may be provided to TfL and/or its subsidiaries and/or the GLA or any other authority that is subject to the requirements of either EU directive 2004/17/EC or 2004/18/EC. It is anticipated that a contract(s) will be awarded by London Bus Services Limited/Victoria Coach Station Ltd/London Buses Ltd/ but any part of TfL and/or any of its subsidiaries may award Contract(s) as appropriate. TfL reserve the right to award this work through other existing available agreements, should this proven to be the most economically advantageous option. The Awarding Authority reserves the right to withdraw from the procurement process and may award a contract(s) in whole, in part, or not at all as a result of the competition called for by this notice and the Awarding Authority shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to the procurement process.
