— improve the emotional well-being and mental health of children and young people by providing an early response to emotional well-being and/or emerging/low level mental health needs,

— improve promotion of and access to the provision of self-care tools and resources that support children, young people and their families to help themselves, take responsibility for their health and well-being, and build resilience,

— increase the early detection of mental health problems so that these can be addressed early on, thus preventing problems from getting worse and requiring a more specialist response,

— improve outcomes for children and young people with emotional well-being and/or emerging/low level mental health problems through the provision of high quality, accessible, evidence-based interventions that work,

— reduce demand on services delivered by general practitioners and specialist services (primary and secondary care, including CAMHS),

— improve awareness of local support and services with children, young people, parents/carers and professionals so that they are clear about what is available locally and how to access it,

— co-produce services with children, young people, parents and carers,

— improve access to services for children, young people and their families who are vulnerable/disadvantaged and hard to reach, by tailoring services to help remove barriers and meet their needs,

— improve partnership working across the whole child and youth mental health system by working effectively in collaboration with local services and support, building on, complementing and enhancing existing service provision,

— improve transitions between key stages,
