The authority is looking for a service provider who is capable of providing enforcement agency services for a period of up to 10 years. The initial contract term will be for 48 months with an option to extend for a further 72 months (3 periods of 24 months). Performance of the contract according to the KPI’s set is of paramount importance and as a consequence rights to terminate and liquidated damages will be set against this. Whilst recovery of debt is important to the authority the manner in which this is done by the supplier is crucial from a reputational aspect and all quality questions will focus on this along with the added value of services provided.

The authority is looking for a service provider who is capable of providing enforcement agency services for a period of up to 10 years. The initial contract term will be for 48 months with an option to extend for a further 72 months (3 periods of 24 months). The estimated value/potential revenue to the enforcement agency is 359 825 GBP pa. Giving a 4-year potential value of 1 439 300 GBP (estimated) and a 10-year potential value of 3 598 250 GBP.

The estimated value/potential revenue to the Council is 175 000 GBP pa. Giving a 4-year value of 700 000 GBP and a 10-year potential value of 1 750 000 GBP.

Therefore the total value of the contract to both parties is 5 348 250 GBP.

Given the estimated potential value of the contract is subject to external variables — the maximum potential value has been set at 8 000 000 GBP.
