Oracle’s e-Business Suite (EBS) is vitally important to Portsmouth City Council (PCC) and arguably is 1 of the most critical Council systems. It has been in situ since 2001. From 2021, further investment will become necessary as both the current hardware and software will reach the end of its useful economic life and so EBS must be upgraded by 2021. The new Oracle Fusion (Cloud) system will bring significant change in terms of the infrastructure, its software and organisational change as it is not a like for like replacement. The Council require a suitably qualified and experienced implementation partner to deliver a comprehensive implementation of migrating our Enterprise Resource Planning (ERP) Software Replacement and Business Intelligence to Oracle Fusion Cloud as Software as a Services.

Portsmouth City Council (the ‘Authority’) is inviting tenders from suitably qualified and experienced suppliers to deliver a comprehensive implementation of migrating our Enterprise Resource Planning (ERP) Software Replacement and Business Intelligence to Cloud as Software as a Service, for Oracle Fusion.
Portsmouth City Council is a Unitary Local Authority. The Council has been using Oracle’s e-Business Suite (EBS) since 2001, is vitally important to Portsmouth City Council (PCC) and arguably is one of the most critical Council Systems. From 2021 both the current hardware and software will reach the end of life. The current EBS version is R12.1.3 is on-premise and comes to an end of support from December 2021. Business Intelligence was also purchased by the Council in January 2017 and is currently housed and supported on-premise.
The Authority is targeting to have awarded the contract by the 30.9.2019. The contract will commence by 15.10.2019 for an initial duration of 18 months with the option to extend on a monthly rolling basis if required.
It is anticipated that the contract value is circa 750 000 GBP to 1 200 000 GBP depending on contract duration.
A mandatory supplier open day will be held on Friday 26.7.2019. The deadline for submission of requests for clarification is Friday 2.8.2019 (23:59) and the deadline for submission of tenders is Friday 16.8.2019 (12:00) with interviews being held if required for verification on Wednesday 28.8.2019.
