II.1.4)Short description:

 

The Guinness Partnership Ltd and all its subsidiaries is seeking organisation(s) to provide fire safety systems servicing and repair services to include the servicing, maintenance and responsive repairs of all fire detection and ancillary equipment within its properties in accordance with the contract specification and current fire regulations.

Guinness wishes to enter into a contract with a service provider(s) for an initial contract term of 3 years with the option to extend the contract for 2 further periods of 12 months.

Our requirements are divided into 4 lots. Each lot comprises all servicing, maintenance and repair services to the included properties and lot specific type of equipment. For lots one to three, the equipment includes fire alarm systems, emergency lighting, deaf assist, aspirating systems, smoke detectors, automatic opening vents and fire extinguishers. For lot four, the equipment includes sprinklers, suppression systems, refuge intercoms, dry and wet risers and bin chutes plus any additional equipment as may be added during the term of the contract.

Maximum number of lots that may be awarded to one tenderer: 3
The contracting authority reserves the right to award contracts combining the following lots or groups of lots:

 

The maximum number of contracts that will be awarded to any one tenderer will be three contracts consisting of two regional fire safety systems contracts and the national specialist fire safety systems contract. Should a tenderer bid for all lots and be ranked as the top Most Economical Advantageous Tender (MEAT) in each of the regional lots, the two regional contracts to be awarded will be the ones with the higher score.

In any of the following scenarios, Guinness may at its discretion, abandon the cap on lots and award the three regional lots to the MEAT supplier:

1) There is no viable second-placed bidder in the lot which would otherwise have been awarded to the MEAT supplier;

2) There is a gap of more than 10 points in the total evaluation score between the MEAT supplier and the second-placed supplier that would otherwise take its place.
