Translink (Comprising of Citybus Ltd, Northern Ireland Railways Co Ltd and Ulsterbus Ltd) and including Northern Ireland Transport Holding Company (NITHC) collectively known as “the Group” invites applications from Contractors for the provision of Firewall and DMZ Services.
Translink is one of the top ten corporate organisations in Northern Ireland with approximately 4,000 employees, located at over 80 locations, and a turnover in excess of £200m. More than 70 million passenger journeys are made on the various Translink services each year.
A common executive management structure manages Translink, reporting to the Northern Ireland Transport Holding Company Board. The company is organised under seven divisions consisting of Bus Operations and Engineering, Railways Operations and Engineering, Marketing, Human Resources, Projects and Information Technology, Finance and Infrastructure and Property.
Background:
In 2008 Translink migrated its DMZ, firewalls and internet gateway to a fully managed service located in the BT Data Centre in May Street, Belfast, to provide resilience, and to improve network availability.
Servers and switches are hosted in the Data Centre as a mixture of managed and co-location services.
Translink uses a shared service for external facing firewall requirements. Internal firewalls are provided by means of Cisco ASA switching devices. Bandwidth for shared internet traffic is 10Mbps, burstable to 30Mbps. This caters for HTTP, HTTPS and SMTP traffic. A minimum of 7Mbps is reserved for the Translink website in times of high demand.
Network resilience is provided by the deployment of two EES services; a 100Mbps managed circuit from the Data Centre to Milewater Road and a 10Mbps unmanaged circuit from the Data Centre to Central Station. These circuits both link in to the main Translink fibre-based Metropolitan Area Network (MAN) at these locations.
To help maintain the Translink PCI-DSS accreditation real-time analysis of the logs created by the servers, switches and other devices located in the DMZ, is carried out, with issues reported by exception.
We have a requirement to review and update this service, to ensure that
— value for money is achieved;
— the Translink network security, integrity, resilience and availability are maintained for the current business levels;
— the solution is capable of expansion to cater for future business requirements.

Precise information on deadline(s) for lodging appeals: Translink will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
