Kent County Council (the Council) is the largest local authority in England covering an area of 3 500 square kilometres. It has an annual expenditure of over 1bn GBP on goods and services and a population of 1 300 000. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.
The Council consists of four operational directorates (Education Learning & Skills, Families & Social Care, Customer & Communities and Enterprise & Environment) and one service directorate (Business Strategy and Support). This requirement is for Urban Grass, Shrubs and Hedges Maintenance within Highways and Transportation which comes under the Enterprise & Environment Directorate. The Council has an obligation to maintain that the highway network is in a safe condition, which includes the maintenance of soft landscaping to a standard to ensure highway safety.
The main activities required under this contract consist of the following:
— Urban Grass Maintenance – to be cut a minimum of 8 times a year (defined as grass located next to roads or pavements normally within the town or village centre and a 30 mph limit),
— Shrubs Maintenance – to be cut and weeded a minimum of 1 time a year (defined as areas of low planting mainly in estate roads),
— Hedges Maintenance – to be cut a minimum of 1 time a year (defined as hedges are on the highway that are not privately owned on property boundaries).
The Council is seeking for a supplier to provide the services detailed above within two available lots which will cover different areas within the County. Lot 1 consists approximately of 750 000 m2 of Urban Grass, 82 000 m2 of shrubs and 13 000 m2 of hedges within the Dartford and Maidstone Borough Council boundaries. Lot 2 consists of 620 000 m2 of Urban Grass, 31 000 m2 of shrubs and 10 000 m2 of hedges within the Canterbury City and Thanet District Council boundary. Full maps and schedules of these areas will be provided within the invitation to tender stage.
The timetable for this procurement is the following:

The initial contract period is for five years. There are up to two potential annual extensions that may be awarded to the successful tenderers. These will be at the discretion of the Council.
Following a recent Make, Buy, Sell review, Kent County Council is allowing local individual Parish Councils an opportunity to provide these required services within their Parish Council boundaries on behalf of Kent County Council. However for this to be implemented the individual Parish Council’s will have to ensure they are able to meet the specification and match the contract rates within the contract. Subsequently some individual Parish Council’s requirements may be removed from the initial requirements of the contract. This decision will be made on an annual basis before the commencement of the annual maintenance programme (March to October). However, as part of this process the large urban areas within the lots detailed will be undertaken by the awarded suppliers and cannot be removed from the contract. This includes but is not limited to the following areas:
Lot 1 (Dartford and Maidstone).
Dartford.
Maidstone.
Lot 2 (Canterbury and Thanet).
Broadstairs.
Canterbury.
Herne Bay.
Margate.
Ramsgate.
Whitstable.
