The services will be procured via 2 single lots each provided under separate contracts to Hampshire County Council (Lot 1 Hampshire) and to Southampton City Council (Lot 2 Southampton). Hampshire County Council is lead authority for the procurement. Advocacy services to be delivered in both Lot 1 (Hampshire) and Lot 2 (Southampton) include:Independent Mental Health Advocacy (IMHA) as determined by the Mental Health Act 1983 (MHA); Independent Mental Capacity Act Advocacy (IMCA) as determined by the Mental Capacity Act 2005 (MCA), Liberty Protection Safeguards (LPS) Advocacy as introduced by the Mental Capacity Amendment Act 201 and Care Act Advocacy, as determined by the Care Act 2014. Additional advocacy services will also be required specific to each lot as detailed within the service specification. The initial term of each contract is for a period of 2 years, with Hampshire County Council and Southampton City Council each having the option to extend this by up to another 2 years.

The successful tenderer will be awarded contracts for both Lot 1 and Lot 2. Tenderers will be required to bid on the basis that, if successful, they will deliver both lots. At the discretion of each authority the total contract value for Lot 1 Hampshire could be increased by contract modification to 6 080 000 GBP, and the total contract value for Lot 2 Southampton increased to 1 440 000 GBP.

Hampshire County Council is conducting the procurement for both lots of service provision under the ‘Light Touch Regime’ set out in Part 2, Chapter 3, Section 7 of the Public Contracts Regulations 2015, in accordance with the requirements of Hampshire County Council’s Contract Standing Orders. The service provision consist of 2 lots and tenderers are required to bid on the basis that, if they are successful, they will deliver both lots. The initial contract term for Lot 1 Hampshire is 2 years, with the option to extend the contract at the discretion of Hampshire County Council, for a further period or periods not exceeding 2 years.

IV.1.11)Main features of the award procedure:
Hampshire County Council is acting as the lead procurement authority for this procurement. The procurement process will be undertaken by Hampshire County Council until the conclusion of the standstill period, following which the contract for Lot 1 Hampshire will be executed by Hampshire County Council and the contract for Lot 2 Southampton will be executed by Southampton City Council.
