Leicester, Leicestershire and Rutland Commissioning Support Service (LLR CSS) on behalf of NHS Leicester City and NHS Leicestershire County and Rutland PCT Cluster is seeking expressions of interest from suitably qualified and experienced providers for the provision of Healthcare Services to prisoners at HMP Leicester.
HMP Leicester is a Category B Adult Male Local Prison housing remand and short sentence prisoners. The Victorian Prison is on a 3 acre site in the centre of Leicester City opposite the Leicester Royal Infirmary. The main prisoner accommodation is one large wing of Victorian design. The Health care Centre was built in 1995 and is over three levels, including 11 beds for service users in the ECF (Enhanced Care Facility).
The ‘operational capacity’ of the Prison (the maximum number of prisoners that can be held at any one time) is 400 with an average roll of approximately 360. There is a high turnover of prisoners with approximately 12 000 individual moves through Reception each year. Approximately half of the prisoners are on remand.
NHS Leicester Leicestershire and Rutland PCT Cluster is looking to procure services from one provider or consortium of providers to provide the following healthcare services (subject to change):-.
— Primary Care Nursing Services, including Integrated Drug Treatment Service (IDTS) Dispensing,
— Primary Care Medical Services,
— Primary and Secondary Mental Health Services, including management of constant observations,
— Learning Disability Services,
— Sexual Health Services,
— Primary Ophthalmic Services,
— Physiotherapy Services,
— Podiatry Services,
— Minor Surgery,
— Phlebotomy,
— Medicines Management and Pharmacy Services.
All providers will be subject to relevant prison security clearance.
The Service is intended to commence 1.7.2013.
NHS Leicester Leicestershire and Rutland PCT Cluster is willing to facilitate a consortium of providers by keeping a register of interested parties. Please indicate if you would be willing to provide services as part of a provider consortium.

It is envisaged that the PCT may require this contract to be assigned or transferred to any successor of the PCT, which shall include Clinical Commissioning Groups or any other commissioning board or body taking on the PCT’s functions, pursuant to a direction of the Secretary of State for Health or otherwise. The contract will be binding on successors and assigns of the PCT.
The services to which this notice relates fall within Part B of Schedule 3, Part 10 of the Public Services Contracts Regulations 2006 (as amended) (the Regulations). Neither the publication of this notice nor the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authorities intend to hold themselves bound by any of the Regulations save those applicable to Part B services.
Neither the PCT nor potential providers will be obligated to further commitment as a result of initial expressions of interest.
