Leeds City College Group wishes to procure a Human Resources and Payroll information system and invites expressions of interest from suitably qualified and experiences system supply businesses able to meet the group’s requirements. The group is seeking expressions of interest from suitable suppliers and proposes to use the Competitive procedure with negotiation to determine the contract awardee. Essential and desirable characteristics of the system required are identified within the Tender documents.

Having previously attempted unsuccessfully to procure a new system using an existing Framework Agreement, the Group now proposes to use the Competitive procedure with negotiation, seeking expressions of interest from suitable suppliers using an open advertised OJEU tender. Other suitable Framework Agreements are not currently available and the selected system needs to be installed, tested and available for use for 1.4.2019; therefore the provisions of Public Contracts Regulation 27(5) allow a shortened timescale for requests to participate in the procedure and the processes described in Public Contracts Regulation 29 (‘Competitive procedure with negotiation’) will apply.
