Royal Mail wishes to replace the Indicia Detection system on its Toshiba TSC-88 Culler Facer Canceller (CFC). The existing system is over 20 years old and has limited functionality. Royal Mail believes it will be beneficial to replace the existing system with an up to date indicia detection system that can correctly identify and class a wider range of indicia or mail marks.

Initially a pilot system will be purchased. This will be subjected to an operational evaluation. Subject to a successful opertational evaluation and further Business Case approval Royal Mail may elect to purchase a roll out system to be deployed across part or all of its its estate of Culler Facer Canceller machines. Royal Mail currently operates 80 Culler Facer Canceller machines, this is expected to reduce to approximately 60 machines by the time of contract award. The contract will include an option in favour of Royal Mail to purchase the additional systems, together with installation, support and maintenance services as Royal Mail may require. Royal Mail is unable to guarantee any minimum number of systems that it may purchase pursuant to its options.
