Window Renewal with External Repairs and Redecorations at Ashburton Chartfield Estate, Putney, London, SW15: Lot 2.
Wandsworth Council is inviting expressions of interest from suitably qualified and experienced contractors who can demonstrate extensive knowledge in the undertaking of major refurbishment of social housing estates with residents in occupation.
Lot 1 involves work to 302 flats within 9 blocks, comprising of 2, 5 & 6 storeys with 6 no tenanted Town Houses. The estate consists of a mixture of building types. The blocks were constructed in the mid 1950s and are of typical design, consisting of solid brick walls, flat roofs and private balconies. Some blocks were constructed a little later in the 1960s, the construction being reinforced concrete frame, brickwork infill panels and flat roofs. The houses were constructed in the 1950s, comprising of cavity brick external walls and pitched roofs covered with interlocking tiles. The existing windows are single glazed galvanised steel Crittal types, set directly in metal frames fixed directly to brick reveals with side and top hung opening sashes.
Lot 2 involves work to 256 flats within 12 blocks, all being similar and comprising of 3, 4 & 5 storeys with 3 no tenanted Town Houses. The blocks were constructed in the mid 1950s and are of typical design as described above. The existing windows are also Crittal types set directly in metal frames fixed directly to brick reveals.

Section IV: Procedure
Objective criteria for choosing the limited number of candidates: Contractors applying for selection must demonstrate their ability to act as main contractors and undertake the above works within their application which must include details of contracts recently undertaken of a similar value and nature.
Selection for inclusion within the tender list will be based on the responses provided within the PQQ including the following key criteria:
1. evidence of at least 3 years experience for the type of work described along with technical capability and key personnel with good technical knowledge.
2. satisfactory evidence of the ability to deliver to the contract standard drawn from referees for current and recent contracts of a similar size and nature.
3. evidence of economic and financial standing in respect of viability to perform the works.
4. suitable insurance cover: Public Liability to a minimum of 5 000 000 GBP per occurrence and Employers Liability to a minimum of 10 000 000 GBP (or statements that these will be obtained if awarded the contract).
5. satisfactory evidence that the organisation has an annual turnover equivalent to at least twice the annual contract value.
6. a sound record of and clear policies of quality standards including complaint handling, environmental, health and safety and equalities.
7. evidence of management of specialist subcontractors and ability to demonstrate previous success in achieving high standards of quality in relation to similar works.
Following evaluation of PQQs, including receipt and evaluation of technical references, it is the Council’s intention to restrict the number of organisations invited to tender to a maximum of 6 organisations per scheme including the in-house Environmental and Community Services department. If more than 6 companies including the in-house Environmental and Community Services department meet the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender.
Applicants are advised that references will be taken up in writing with all referees. It is the applicant’s responsibility to ensure that their referees respond within the time scale as this will form a key part of the evaluation of PQQs.
