– be accessible to a range of user with varying needs;
– multi-level workflow, maintainable by an overarching administration team;
– email alerts and audit trails for content editors;
– definable search and the ability for the Web team to set up searches;
– a self-service buying and selling notice board;
– a news feature including an archiving ability;
– accessible by mobile devices.

North Yorkshire County Council (the Council) is looking to procure a single supplier for a Framework Agreement through which the chosen supplier will develop and deliver a replacement Intranet site for the Council. The Council intends to use the framework and the other Public Sector Organisations listed below have the option to use the framework although there is no guarantee that they will and they are not obliged to do so.
The following Public Sector Organisations are within the same boundaries as the Council.
These public sector organisations are:
Ryedale District Council;
Scarborough Borough Council;
Harrogate Borough Council;
Craven District Council;
Hambleton District Council;
Selby District Council;
Richmondshire District Council;
North Yorkshire Police Authority;
North Yorkshire Fire and Rescue Authority;
NHS Vale of York CCG;
NHS Hambleton, Richmondshire and Whitby CCG;
NHS Harrogate and Rural District CCG;
NHS Scarborough and Ryedale CCG;
North Yorkshire Moors National Park Authority;
Yorkshire Dales National Park Authority.
The Council currently has 9000 employees who will need access to the intranet however due to Local Government financial constraints these figures may change substantially over the framework period. Approximately 6,500 of our staff have access to the Council’s network through a Council computer and are in most cases office based. There are another 2,500 staff who have access to the network but do not have a Council computer. In short we have; office and mobile staff who are situated in different geographical locations across North Yorkshire and have differing needs for an intranet and access to it.
The aim of the Intranet has to be that it is easy for users to find things, even if that is asked as a question or a key word search. The Intranet needs to be a form of knowledge base which is
updated by staff themselves and therefore easy to maintain and keep up to date. Further information on the requirement can be found within Section II 1.5.
The value range for whole framework requirement is between GBP 0 rising to GBP 500,000.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: North Yorkshire County Council shall in accordance with the Public Contracts (amendment) Regulations 2009, incorporate a minimum 10 day standstill period commencing at the point that information on the intention to award the contract is sent to tenderers.
The Council shall, as soon as possible after the decision has been made, inform the tenderers and candidates of its decision, and shall do so by notice in writing by the most rapid means of communication practicable. The information will include:
a) the criteria for the award of the contract;
b) the reasons for the decision;
c) the name of the economic operator to be awarded;
d) a precise statement when the standstill period is expected to end.
Should additional information be required, please contact the person cited in paragraph 1.1 of this form. If an appeal regarding the award of a contract has not been successfully resolved, Public Contracts Regulations2006(SI2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by abreach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. Following the 10 day standstill period, if no further debriefing has been requested, the court may only award damages once the contract has been entered into.
