To provide a key holding and call-out service for any Staffordshire County Council premises who wish to use this service. The premises are situated at various locations throughout the County of Staffordshire. The Company and all personnel responding to call-outs shall hold a current SIA licence throughout the duration of the contract.
The contractor shall always provide an appropriate and adequate number of suitably qualified and trained personnel to provide this service to respond to any call-outs, as quickly as possible and no more than 45 minutes after the initial call. To respond to all alarm activation (intruder, fire and environmental) or call-outs from the Police, Fire Service or Staffordshire County Council personnel at all times outside normal office hours in occupied premises and in addition for Schools, during their holiday periods. To respond to all alarm activation (intruder, fire and environmental) or call-outs from the Police, Fire Service or Staffordshire County Council personnel 24/7 — 365 for vacant, un-occupied properties. The contractor is required to hold a set of premise keys and any access door codes for Staffordshire County Council premises who have requested a key holder service in a safe and secure manner, for the purpose of been able to gain access into the premises if there were to be an alarm activation or were called out by the police, fire service or member of Staffordshire County Council out-side normal premise operating hours. The contractor will be classed as key holder number one by Staffordshire County Council monitoring services and will be the first point of contact in case of an alarm activation, which could be fire and/or intruder alarm and/or environmental alarms outside normal operating hours in operation buildings and anytime within closed/vacant buildings.

II.2.4)Description of the procurement:
To provide a full and varied range of high quality security options for Staffordshire County Council’s properties which are situated at various locations throughout the County of Staffordshire, as and when required. All personnel who will be involved in any type of guarding shall hold a current SIA licence throughout the duration of the contract.
To be available to carry out all planned and pre-booked work for the complete range of security options during the hours of 7:30 to 18:00 Monday to Friday. To be available 24/7 — 365 days to carryout emergency security options such as boarding a property, installation of battery-operated alarm systems. To be able to deploy a static guard within 24 hours of the request, to protect a property/site as required for any period of time within a 24-hour time period or a continual 24-hour time period. To provide a patrolling service as and when required by Staffordshire County Council — with the option to have an internal and/or external inspection made of the premises and site. Frequency of visits will be determined by nominated officers of Staffordshire County Council.
